Im sure theyre thinking even bigger than that, like a dirty bomb (watch the movie sum of all fears) right in the middle of New York or something. I saw a report yesterday about this, and 2 dipshit women were going back and forth, using the term "vetting" like it was going out of style, and like they wanted to see who could use it more than the other one in a 2 minute segment.
