If you can answer that one question to your own satisfaction, you'll have a good start in understanding others' hesitations.   Personally, I'd trade conceal up here in WI for stricter licensing. Duplicate auto registration and driver licensing -- heck, you could administer them both from the same offices. Why make an exception in the case of alcohol.
